Usually they are in a powerbox under the hood. Do a Websearch with a title of "1997 Ford Thunderbird fuel pump relay location". The hits you get will lead you to good diagrams and some actual photos.

You may have damaged the fuel pump (they don't like to run dry) or the fuel injectors. Other possibility is that the fuel pump sucked up a bunch of dirt and debris from the bottom of the tank when you ran out of gas and the pump strainer/filter is clogged up.

Fuel pump is located inside the gas tank. You would have to remove the gas tank to access it.

Sounds like the relay located in the trunk behind the driver side carpet panel is sticking on. Contacts are burnt and causing fuel pump to keep running. Tap relay with a screwdriver handle and if it starts, replace the relay.

Dear Fuel Pump Locator.....
The fuel pump for your tbird is located inside the fuel tank of the vehicle....as well as the sending unit for the fuel .Yes it is a bear to get down on the ground...especially without a car hoist.The starter solenoid should be on the LF inner febder under neath the hood of the vehicle...I HPE I HELPED!!

Did you replace the fuel filter? Have you checked the pressure from the fuel rail? Check vacuum hoses for cracks? Check vacuum pressure and engine compression? Check fuel pump relay?

U are going to have to pull the gas tank out and replace the fuel pump inside the tank, this is common when you run the gas completely out, the pump is cooled by the gas it runs in, if u run it low allot it burns out the pump bearings very quickly.

92' Ford Thunderbird seized up(brakes & all)when gas got low

I am in no way an expert but I worked at several used car lots in my earlier years and your problem sounds to me like your engine actually died just before you had your collision with the lady.
I'm not sure if you are aware that if your engine dies on most vehicles you loose power to your BRAKES, STEERING, BATTERY, AIR CONDITIONER and possibly other areas. Not to mention circulation of COOLANT.
You loose power to these parts but brakes and steering are not LOCKED COMPLETELY UP.
They are just not power assisted by the engine anymore.
As to your underlying problem; It sounds to me you may have trash collected in your FUEL LINE.
Most all vehicles have filters in the fuel line.
Manual fuel pumps will more than likely be filtered just before entering into the carburation system of your vehicle.
Electric fuel pumps are usually under the car on the frame somewhere between the fuel tank and the engine.
Check with your local parts house for the location and replacement of the FUEL FILTER.
My recommendation?
Replace your fuel filter(s)
I recommend O'Riellys just because of LIFE EXPERIENCE.
