The ballast resistor is bad or the ingtion swich is. witrh the key on their shold be power at the ingtion coil. if not check at the ballast resistior it shoud show a test light on all terminals. with slightly different brightness. jumper wire to the positive on the coil from the battery positive shold keep it running. find the broken wire or the bad part with the test light. the starter solind only turns on the spark while cranking. even the key switch can be bad or the wire coming from it.

Another solution would be to check the float in the Carburetor if it's been sitting for awhile varnish could have made this float stick. Tap the Carburetor with a hammer and see if it works.

Check starter relay, ignition switch or see if theft deterrent is active,if you go where starter is at the bottom and jump positive and negative at the silinoid from starter you might be able to cancel one of the possibilities if it turns over and at starter if you have a tester and the small post on silinoid wich has a S somebody turns switch and connect tester to negative on battery you see a light come on when somebody turns key forward if not issue with ignition switch.

Wont start

just one click or a rapid clicking???? a bad connection could cause this, or if its one big click and nothing happens, the starter solenoid may be bad. have someone tap on the stater while you hold the key in the start position. if it then starts, replace the starter. Buy quality parts, NOT from AZ if thats where you get parts.

1996 Ford Explorer won't turn over.

fuel pump will not prevent engine from turnning over. the click you are hearing is the starter silinoid. you have one or more of the following: dead battery corroded battery terminals bad silinoid (or connections at silinoid) bad connections at starter bad starter. if all connections are tight and clean then get some one to turn key to the start position and you check with a test light or volt meter to see if there is 12 volts at the terminals on the silinoid if yes then check the terminal at starter. if all connections are clean what ever piece the voltage stops at is your problem if it goes all the way to the starter but starter will not turn then you need a starter.
Be careful when checking any and all of this dont get any thing you want to keep close to the parts of vehicle that move when running
