and I have even seen it next to the gear shift

btw if you had provided a make and model you could have gotten direct instruction for your car without guessing where it is.
Flashers/hazzards is the only reason I could think your lights would flash besides an alarm system

remove hazzard switch from dash, and unplug wires from switch, keep wires from touching each other w/ tape. blinkers should work. change out hazzard switch w/ new switch.
It is as simple as your hazzard switch needs to be replaced yes your hazzard switch as now turn signals are built threw the hazzard switch my PT Cruiser had same problem as my s10 replaced hazzard switch fixed the problem
Your problem is your blinker or flasher, it is located under dash, behind the instrument panel right above the steering column. Cost is no more than $10.
