I replaced the head on my 1992 mitsubishi eclipse 1.8 sohc. I cant get it to fire. does anyone know an easy Fool proof way of setting both the crank, cam and distributor on T.D.C.?

You *most likely* have bad valves in those two cylinders. If adding an ounce of motor oil to those cylinders and then compression check again and still no compression then remove the cylinder head and replace the valves or replace the head with a rebuilt head.
The cam sensor is located on the drivers side of the cyl head, inline with the front camshaft. Its black in color, and has a plug connector. The crankshaft sensor is inside the distributor.
connect a test light to the plug on the ignition coil with it disconnected and crank the engine. if the light flashes the crank sensor is ok and you should replace the ignition coil. if it doesnt i would replace the crank sensor.
