If it has electric power steering does it still use fluid?

No it doesn't . Your vehicle has electric power steering . no power steering fluid .
What problem's are you having ? GM had recalls on these systems .

the power steering fluid resevoir is located on the passenger side of the engine compartment near the fire wall. mostimes in order to fill it you have to remove the altenator to remove the fill cap to add the fluid.

Hello
The electric motor that provides assist to the power steering in this car is part of the steering column assembly and not sold separately, so you must replace the entire steering column. The cost of the steering column is about $600.00, skill level to do the job about 7, 10 being hardest.

To replace it disconnect the negative battery cable for 10 minutes before starting work, then remove the dash trim panel under the column and the lower panel under the dash called the hush panel, then remove the two bolts (15mm I think) that hold the column up and gently drop the column down and remove all the electrical connectors to the steering column turn signal switch, airbag and power steering motor and control module connector for the power steering, now go under the hood and look down where the steering shaft comes through the firewall, that is the sector shaft, it has a clamp that holds it to the input shaft of the steering rack, remove the nut of the bolt that holds the clamp tight for the two shafts at there spline connection, pull back on the shaft that come from the firewall and release the shaft from the lower shaft, go back in the car and remove the the boot at base of the steering column that seals it from the engine compartment, once that is removed verify you have all the electrical connectors off again and then pull the steering column up and out. reverse to reassemble

Where is the power steering reservoir for putting in power steering fluid?

their is no power steering reservoir your hhr has electric assist steering i dont remember if their is a recall for your year know that 2009 and 2010 but gm did announce a lifetime warranty on hhr 2006 to 2008 and some 2009 if your having problem with steering --call a dealer with your vin and see if their is a recall and what the life time warranty on the assist power steering consists of

Where do you add power steering fluid?

The HHR does not use power steering fluid. The power steering is strictly an electric motor attached to the steering column under the dash. If you are having problems, you may need to have the motor replaced.

However, before you do, check the following fuses:

Underhood fuse #1 - 60A
Inside console fuse #19 - 2A

Either with kill the steering and may have been blown if you (or an uninformed mechanic) have jumped the car incorrectly.
