Try taking the blades of and holding the grooved assembly with your fingers or lightly with a pair of pliers.
The grooved assembly may be moving but not have enough power to move the wipers.
This I would then suggest to be a problem with the motor mechanism.

The wiper arm has a cover on the left end that pops up after gently spreading the two bottom sides apart. That allows the arm to swing out for cleaning the window or replacing the blade. The wiper blade assembly attaches to the end of the arm . It is pressed in and will pop out with a little force rotating the left side away from the arm. It pops back in with a little push. The arm remains attached to the rotating shaft assembly. I believe you can then replace just the rubber blade and not the whole blade assembly, if that is your fancy. Dave
Yes. Immediately in front of your windshield is a panel about 3 or 4 inches wide and that panel, which is the same color as your car, goes from one front fender across to the other one. That panel, which has many vent holes or louvres in it, also has 2 holes for your wiper arms and blades, where they attach. That panel will come off, sometimes you have to remove the whole hood of the car to get it off. (You have to take both wiper arms & blade assembly off first.) You will then find the linkage from the wiper motor to the driver's wiper arm/blade is disconnected. (The wiper motor is about the size of your fist, and has a few wires attached to it.) Probably a plastic bushing has fallen apart on the connecting link. You will need to get a new or good used connecting link and attach it.
hello: The cap should just pop off.Put the motor assembly in the park position thelosen the nut and reposition the arm assembly on the shaft tighten the nut on the shaft tight. you should not have to replace any parts.
your circuit is simple--I will paste it below. suspect the blower has shorted and caused the switch to burn up. remove the blower and hotwire it to the battery to see if it works. If not, replace the blower. Then run continuity tests on the swoitch and replace switch if bad. If you have questions, please let me know. Here is procedure for taking blower out:
REMOVAL & INSTALLATION
With Air Conditioning
Disconnect the negative battery cable.
Remove the glove compartment door and glove compartment by removing the retaining screws and bolts. Push the sides of the glove box in to free the drawer from dash panel.
Loosen the instrument panel at the lower right hand of the glove compartment opening. This is on it necessary if the panel is in the way of the motor housing.
Remove the retaining screws securing the ducting around the blower motor.
Remove the clip securing the blower motor fan blade to the motor arm. Remove the fan blade from the motor.
Remove the blower motor mounting plate from the evaporator case by unscrewing the retaining screws.
Rotate the motor until the mounting plate clears the edge of the glove compartment opening and remove the motor.
Remove the wire harness from the rear of the motor.
Inspect the fan blade for broken edges or cracks. Replace if needed.
To install:
Connect the wire harness to the rear of the blower motor.
Install the motor into the case and secure with the retaining screws.
Position and fasten the fan blade to the blower motor arm. Secure with the clip.
Secure the blower motor outer housing to the duct assembly with the retaining screws.
Install the instrument panel at the lower right hand side if removed earlier.
Install the glove compartment door and glove compartment.
Connect the negative battery cable.
Run blower motors to make the motor works correctly.
Without Air Conditioning
Disconnect the negative battery cable.
Remove the right ventilator assembly.
Remove the hub clamp spring from the blower wheel hub. Pull the blower wheel from the blower motor shaft.
Remove the blower motor flange attaching screws located inside the blower housing.
Pull the blower motor out from the blower housing (heater case) and disconnect the blower motor wires from the motor.
To install:
Connect the wires to the blower motor and position the motor in the blower housing.
Install the blower motor attaching screws.
Position the blower wheel on the motor shaft and install the hub clamp spring.
Install the air inlet duct assembly and the right ventilator assembly.
Remove the rear hood seal. Remove the wiper arm assemblies by
raising the wiper blade off the windshield. Move the slide latch away
from the pivot shaft and slowly lower the arm onto the latch. This
unlocks the arm from the pivot shaft and holds the blade off the glass.
Pull the arm from the pivot shaft.
Remove the cowl vent screws and disconnect the washer hoses from the washer jets.
Detach the electrical connectors from the wiper motor.
Remove the wiper assembly attaching screws, lift the assembly out and disconnect the washer hose.
Unsnap and remove the linkage cover.
Remove the wiper module assembly retaining bolts and remove the module from the vehicle.
Remove the linkage retaining clip from the motor operating arm by
lifting the locking tab and pulling the clip away from the pin.
Remove the motor retaining screws and remove the motor from the vehicle.
The installation is the reverse of the removal.
