Fuse, relay, bulbs, and on some models, the bulbs attack to a circuit board on the inside of the tail light assembly. Chevrolet is good about producing faulty tail light circuit boards.

Lots of problems with instrument clusters on those cars. Go on line and you will find that you can have the complete cluster refurbushied for $200-250 dollars. If you have a graphing multi memter or lab scope you can check the signal from the sensor to the cluster or pay a mechanic to do it. Based on the large number I replace as a professional tech I would send the cluster out.
Sounds strange but make sure your low beam bulbs are good [ they have an average life span- they may have both burnt out at the same time ]. This happened to me once in the 1980's with a VW rabbit.
