I have found with the Cayenne that the power seats will work but the heat will not. Check your fuses. The heated seats on the early cayenne's are known to be a problem and expensive to track the problem down. The dash switches are usually good.

Hi,
Many seat heaters are either controlled by a fuse, switch and/ or relay. You may need to check whichever of those you may have the skill to do. If the LIGHT on the heater switch is working you can probably rule out those 3. Likely the 'heater elements' (usually thin wires than run under the seat's cover that heat up when voltage is applied, which then heats the seat) have a crack in them somewhere, which needs reconnected.

Also, does the power control work on the passenger seat? If not, it may share a circuit/fuse w/the heater switch.

SOURCE: heat works on driver side, passenger side blows cold air.

Did you check your coolant level or was it low and you added to it at some point? If so the system my need to be bleed or worst case the thermostat is going bad.

It is the heatling element, stock elements have a single wire snaked through the element and when the circuit breaks it is done, aftermarket elements have a wired grid that if one area fails it still works, they also spread a more even heat.

SOURCE: PASSENGER SIDE HEAT NOT WORKING

The passenger blend door is broken on its shaft into the air cooling assembly.
The disgnostic is very easy, the part itself is very cheap. The bad new is that the dash has to be removed to reach the HCAV assembly where the blending doors are mounted. 15 hours labour time to replace it by an experienced technician. There is a kind of bypass solution developped and 'marketted' by a company. I have not install this fix by myself so far. Up to you to check if it could be interesting for you.

Although unlikely, replacing with a bad bulb can send you on a wild goose chase! Check for voltage with a VOM at the socket.
