Fuel Pump

A humming noise in the gas tank is usually a failing fuel pump.
The pump uses liquid gasoline to keep it cool and lubricated.

Car makes loud humming/whistling noise from under the rear by fuel tank/pump then car kills.

You describe a failing fuel pump. The fact he had it changed 3 times tells me the quality of the pumps was not great, or there is a problem with venting or something else.
If he did not change the fuel filter the pump would fail quickly. Since you changed the filter the next pump may last a long time.
A quality brand makes a big difference in this component.

hi sounds like your fuel pump is going out . i would also change the fuel filter . over time with different types of gas and also gas cleaners mess up the fuel pump or fuel filter . there a test you can do . remove the hose right before fuel filter , face away from the truck in to safe bucket or gas can. have some one turn key to on , not start. and see if there steady stream or is it barley coming out this would mean fuel pump is bad. hope this helps

My 1991 lexus will not start when the ignition is turn with the key. The ingine constantly turns over without starting and preceeds to kill my batterie.

Well if it is cranking you need to see if you are getting spark and fuel.....Try turning the ignition on without cranking the motor....You should hear your fuel pump making a whirring sound for about 3 sec.and then shut off...If no sound from pump (which is located in the fuel tank) check the fuel pump fuse If fuse is good check fuel pump relay...If all checks out ok with fuel pump take into consideration when the fuel filter was changed last....I dont recommend adding fuel injection cleaner to your tank without first changing fuel filter...additive is designed to break up debris thus breaking up all trapped particles in filter sending debris through your injectors.... To check for spark pull the #1 spark plug wire and place it on an angle on tip of plug (allowing you to see if spark is present) have an assistant crank engine while you look for spark..... Do not hold spark plug wire in your hand while engine is cranked.... I hope this has helped you

Makes a loud whistling noise after accelerating after red lights and stop signs

Well, unfortunetly, a lean code with low fuel pressure and a whining fuel pump all point to a failing fuel pump, which will leave you stranded. My suggestion would be to talk to the manager of the repair shop and have them work you a deal because from what you're telling me it sounds like they missed the ball on your first two visits. I would demand they not charge for the labor, so you just pay for the part. Let me know if you need further explanations.

My fuel pump makes a whistling noise when car is runing

This is a normal thing and nothing to worry about. Most electric fuel pumps make a whining noise. Some are louder than others and it is nothing to worry about unless you notice it getting much louder then normal.
