Yes they tell the computer the wheel speeds compaired to the drive shaft speed .And the computer controls the electronic shift controls inside of the transmission .
Vehicles tend to do strange things if you have a bad wheel sensor or even worse if its the one on the transmission.

The VSS is on the transmission; on the top, and bolts-in directly down into the transmission casing! more towards the rear of the transaxle. Behind the shift linkage input, almost above the driver side output shaft.
The input and output sensors are on the case the output one is on the ring gear side closest to the firewall hope that helps. Should be a 2 pin conector black in color.

From the tear of the car I guess you have the 4-speed automatic. That transmission is not one of the most reliable ones...it has an internal wiring harness with relays attached to it, that are in control of what gear to select, based on input from an internal speed sensor, engine speed sensor and wheel speed sensor. There is also an issue with VW claiming that the transmission "is filled for life", which is absolute B.S. You have to change the transmission fluid and the filter at least every 60K or you will face an expensive rebuild. Have your mechanic scan the computer for fault codes related to the transmission and change the fluid and filter when the problem got fixed.
The transmission is shifted with a computer. The computer needs input signals in order to make a shift decision, There are three speed sensors (input,output,and vehicle speed) that must work for a shift to be comanded. I wouldrecomend you sheck for stored codes and check the vehicle speed sensor.Is the speedo working?
when vw started to use the computer controlled gearbox system a criticism was the shift was very harsh,to counter this they made it rev slightly before changing.so that you know the system, try this out....without touching the gas.....put it in d and let the car accelerate to its max speed,stop,then use 1/3rd of gas (keep your foot still)and let it do the same...stop,then,if safe,put your foot to the floor,hard, notice when the car changes gear(revs/speed)then if you drive,only using the first1/3rd of the gas,the cars change pattern will alter to suit.......wierd it is.....
Well the is no such thing as a shift bearing associated with a VW Jetta. Alot of VW 020 5 speeds won't let it shift into first gear until you are going under ten miles an hour or so. I don't know if it's a design feature so you won't put it in first at a high speed and over rev the motor, or what for sure. I have a Scirocco 16v and a Jetta GLI 16v, all have the same transmission as the 1993-98 Jetta, they both do the same thing. Does the shifter lever have any "play" in it? There are a few bushings for the shifter and the linkage going to the transmission, that do wear out and will cause it to be hard to shift into gear.
you might have bad ground to transmision that happen to my 01 jetta were it would just kind of rmp no shifting gears dealer said it was bad ground to trany
