I have a2001 holden astra 4 cylinder 1.8 litre can i remove the oil pan without taking the motor out

If had someone replace the seals you should take it back to them and let them fix it.
You can remove the oil pan without taking the motor out, but it's a LOT easier to work on if you do. You will probably take 3 times longer by trying to leave it in the car vs. taking the motor out.

Yes, the oil sump is in the lowest part of the pan, you will need to have clearance for the sump to get the pan off.

My 2001 Excursion Diesel is leaking oil from the oil pan gasket. Can I just drop the pan to replace the gasket (with a slight forward maneuvering) or do I have to drop the cross bar directly beneath the...

If it is in fact the oil pan gasket that is leaking, then you would first need to drain out the oil through the oil drain plug and recycle the oil. Then you can remove the oil pan and replace the old gasket with a new one, refill with the proper amount of oil. Then you can run the car and see if it still leaks.
