I believe yours is in the middle right of the dash. Under it. If so, then your in for a treat. Most of the dash has to come out to remove it. Get a manual, you'll need it.

Only one window works. when I plug in master switch it blows fuse 23 to blower motor 98 mercury mystique

If you are mechanically inclined, disconnect the harness to the blower motor. Install the fuse and see if it blows. If not, your problem is from the switch to the motor. You may have a wiring problem, or a bad motor. With blower motor disconnected, check power to the harness, both the power side and the ground side. This will eliminate the switch as the problem.

Where is the resistor pack located that is in the heater circuit, for a 1998 mercury Mistique?

Might be the Resistor pack located close to the blower. Could be under the dash or under the hood, but always close to the blower itself. Usually has a flat connector with 4 or 5 wires, and two small screws holding in the duct. It may be a crispy critter. It happens... The blower moves air across it to keep it cool. The blower motor may be bad as well, or possibly the fan speed switch. May very well be the fuse for the blower as well. The blower connector may be loose. Let me know what you find.

1998 Mercury Mystique heater blower motor doesn't work. Have replaced everything and checked both fuses (both good). What next?

Don't know how the ABS light would be related to the blower motor, you said you checked everything - did you check the blower motor circuit for power and ground with a meter or a test light ?
Is the resistor getting power from the relay ?

The heater blower motor and turn siginals stopped working at the same time

Could be a coincidence, as they are NOT on the same circuit. If you have no speeds, could be,fuse, relay, resistor, or blower motor. As for turn signals, do the 4-ways work? If so your flasher is okay, May be the switch on the steering column
