I think under hood it has a manual crank or nob you can turn to raise and lower incase of a malfunction.your electric motor or a gear is broke in there.hope this helps...

sounds like the connecting rod to the drivers side is broken loose from mount, can try to reconnect rod, actuator on passengers side is not working possibly mmm i think those were vacuum line run so check vacuum tube. If mount is broken possible epoxy together. both fixes shouldn't be too bad and correct running lights, a Chilton or Hayes repair manual would help you with diagrams and instructions, and any of the fire bird forums would be able to give you more help. Good luck on fixing up that old bird, hope you have a v-8.
The Ford V-8 they use in both Crown Vic and T-Bird are good for losing the solenoid to the starter. Replace that first before looking for a new starter.

Check to be sure there is the correct amount of preload on the front wheel bearings. Too loose or too tight will give you strange noises. Also, you may have a calibur hanging up or retracting too slowly. It causes the brake pad to stay in "Light" contact with the rotor and cause noises too. This could be an intermitten problem.
It could be the motors that raise up the headlights are dead. Try replacing those and check the connectors to the motors for any damage. Also use a volt meter to see if the motor is getting any power and work from there. I know when mine was starting to go out it made a terrible noise when the headlight came down and then I could not just turn on my fog lights without the headlight coming up on the light with the motor that was going out.
