Check voltage on wire at temperature sensor, take the wire off the sensor,switch ignition on, and measure the voltage on the wire, it should be 10 volt, if it's to low the voltage stabilizer behind the speedo cluster needs most of the time be replaced. If the voltage is 10 volt on the wire, put it to earth , the gauge should move to hot(full scale). if this is ok too, replace the temp sensor.

The most likely cause is that there is air in the cooling system, you will need to bleed out the air from the system, an easy way to do this is to get a floor jack and jack up the front of the car as high as you can get it, fill the radiator and coolant recovery tank until they are full, then run the engine until it is at normal operting temp, shut it down and run a garden hose over the radiator, allow the engine to cool and check the coolant level again, remember the radiator fan does not come on until the engine is at the high end of the operting zone on the temp guage, about 225 deg F.
