No power on hills and some problems on flat.
Normal operation for the diesel FORD trucks, their turbo-charger is usually to blame.

Most likely the egr valve is clogged, it is used for boost control. As long as you have no leaks in the cold air charge system this will most likely be the problem. Very easy fix. Two eight mm bolts pry the old one out and make sure to clean the carbon from the bore passages it sits in. I use a blow gun. There is a possibility the vanes on the turbo are sticking but that usually doesn't give you a noticeable power issue. Usually just hear flapping noise when getting off of boost.

Replace fuel filter, spark plugs and definately plug wires. You should also make sure intake filter is clean and clear.
