Do you mean that when you turn ignition key to the OFF position the engine is still running? i'd say it is the ignition switch that needs looking at first then work your way through the ignition system

sounds like your window motors are stuck in a dead spot. Much like a starter motor. If you pull the door panel off and tap on it a few times it should loosen things up and work again for ya. If not, you should replace it
