My brake lights work when lights are off but not when there on what could be wrong changed the fuses still doing this 2002 Saturn l200
Check the globes, they should be twin filament globes stop and tail, if they are ok check the earth contact and power contact points, replace if needed.

Is there ANY Power to Anything? It could be the Battery going Bad or Even Just a Loose Battery Cable.

needs a backlight bulb this can be easily replaced by removing the cluster.

Had the same thing happen on my '02 Saturn L200 a few years ago. The brights would come on every now and then when using the turn signal, but after a while they would stay on and the turn signal/headlight switch handle would flop around. After taking it apart, it turned out the plastic on the inside was broken. The switch was relatively inexpensive (<$50) from the dealership and easy to install for the somewhat mechanically inclined.
