Check the clock spring switch. It is in the steering wheel section in the column under the steering wheel. When it goes bad it keeps the controls in the steering wheel from grounding.
It's not a fuse , the SJB - smart junction box controls these lights ! This is fords body control module . If the Heater / A/C control panel ,hazard switch ,headlamp switch , message center switch all work, it is not a fuse . The gear shifter I would say the bulb is burnt out . The steering wheel lights could be out because of an open in the clock spring . The clock spring is a device inside the steering column under the steering wheel that keeps your horn , cruise control , radio buttons etc... connected electrically . How cars clock spring works

Hello I answered this once but I would like to add the problem may be related to the rotating coiled drum ribbon contact under the steering wheel that connects the cruise button to the trucks wiring, it may be broken, it is called the clock spring contact and it supplies a connection to all steering wheel mounted switches and the airbag.
you wll have to remove the steering wheel to find the problem iam afraid ,its called a serpent coil or whatever and this is playing up ,make sure ignition is off nd remove the airbag to get to the steering controls but whatever you do remove the airbag but do not unplug it or the airbag light will stay on
Check the fuses and relays. Generally if only 1 accessory doesn't work, the problem is with that particular accessory. When ther are several that don't work, check fuses and relays.
