Roger it sounds like the blower motor is not comming on. There is a resistor network located in the engine compartment on the passenger side mounted to the firewall, that controlls the blower motor. The connections may have corroted or the unit itself is bad. That was the first thing I had to relpace when I got my used 92 Dakota. There is also a 30 amp fuse in the fuse box under the dash board . If that is blown I would suspect the blower motor is seized up or just pulling too much power.
First thing to check is the fuse. There will be one under the hood and another in the interior fuse box. The 2004 model does nt have a relay. If the fuse is good, you need to check to see if the blower motor is good. The motor is located under the glove compartment area of the dash, near the firewall. Disconnect the harness from the blower motor, and using jumper wires, apply voltage directly to the blower motor contacts. If the blower motor works, then the switch is bad. If the blower still does not work then the motor is bad.
Have you checked for a blown fuse first. There are two fuse control panels - one under the driver's dash board and one in the engine compartment. The one in the engine compartment should have the blower fuse. If the fuse is good, check the blower relay (this is also in the engine compartment). The cover to the fuse box has a diagram of the fuse locations and descriptions. "BLWR" is usually used for blower.
Heater blower motor resister is bad, or blower motor its self is bad. Run 12 volts from an outside sourse to blower motor, if it runs its resister if not its blower motor.
first, check the fuse for the blower motor. If ok, you may have a bad switch or bad blower motor. If you are a techie, you should jumper 12 volts to the blower motor hot terminal. see if it blows then. You also have a blower motor resister that gives you the 4 blower speeds, but usually when it fails, you have high speed only.
