replace window motor it should come with the window regulator as well. it takes more power to push window up then down. wore out motors will act like this. the fact that it trys at all tells you the switch,relay and circit breaker are good

Do the other windows work ok?
There might be something wrong with window motor, itself? With most vehicles, the driver door window is rolled up and down much more than the others.

Thats pretty high if the system is not running. Average pressure on the low and high side should be near outside air temp.
Normal low side is 30-40 psi and high side is 200-250 psi when the system is running and the freon charge is full.

Sounds like the electric actuator is not connected inside the door.

You really need a scanner to diagnose, along
with the service manual
Most likely a bad under seat blower assy.
Do you hear it running? Listen to the other side

wires are shorted somewhere.
