Screaming Eagle is the aftermarket brand parts that are on your bike. What is the Harley Brand name for the bike, IE: FLH, FLHTCU, FXST, FXR??? Also, if you plan on working on your own bike, #1 I would suggest you buy a HD service manual. This will be your bible. #2 go to www.harleytechtalk.com it's the worlds largest free motorcycle site specifically for Harleys. They will accept donations if you want to give them something though. We have everything from new riders to master mechanics. As for your question...I'd say you have a dead short blowing the fuses. that's why I asked you what model it is.

If this vehicle has a trailer harness, that could be the problem; it could be shorted out. Additionally, if there is no trailer harness, look under the truck bed at the rear, look for a grey wiring connector that wires come out of, and run to the taillamps. I have observed corrrosion in this connector, which will result in a short circuit. You may find it necessary to cut the connector out and resplice the wires back together (eliminate the connector), if severe corrosion is indeed present.

sounds like a broken wire in the harness. look around the bumper area, sometimes along the frame. may have to peel back some tape covering. also if you have a trailer harness look closely at those.

the upper brake light works differently than the outer lights. check your brake light switch by the brake pedal. It will have a plunger switch on it. The center brake lamp works off a power convertor instead off the brake light switch. The switch has a separate wire for that which is still working

you do have a blown fuse, this car has 2 to 3 fuseboxs, the fuse that holds the dash and park lights is located in the under the hood fusebox, its fuse # 8, heres a diagram of the fusebox in the engine compartment under the hood, hope this helps,
SOURCE: no tail lights
You should have a fuse panel under you dash inside. This is where the fuses are located for lights. Don't know the exact location, but you can pull each fuse to see if it is bad. This won't hurt anything. It just keeps you from hunting down a diagram of where the fuse is located.
