It's an automatic, it is supposed to upshift and downshift by itself. That why you paid extra for it, so you didn't have to do all that extra thinking and work of moving the shifter.
There's no such thing as a downshift relay.Trans downshift is cable actuated.Go to the end of cable at the carb/throttle body,open the throttle fully by hand and depress the black button in the cable connection block,the cable housing will pop and when your driving will automatically reset to where it needs to be.Your done.
Check fluid level first. The throttle position sensor could be faulty or misadjusted.It should be .4 - .5 volts when fully closed and 4.0 volts wide open throttle.
Next check line pressure. Line pressure at idle in drive should be 61 - 67psi.
If the line pressure is ok it will be an internal problem.
