Not sure of the cost but most states have a clause that states if you you spend X amount of money trying to fix the problem they will give you an overide until next year for inspection. This will give you time to get it fixed. Call your state dmv office for these details. Good luck. I've been in this situation before.
Sure, it'll fix the blockage issue but I wouldnt do it because a) it IS illegal to mess with emissions control equipment, and b) you will fail your inspection if your state requires it.

this problem is caused by a defective starter soenoid, the heavy starter electrical contacts are burned/erroded, you can either replace the satater motor or replace the solenoid which is mounted on the starter.
Well, if you didn't pass a state inspection, I can tell you how you may be able to work around it. Depending on state laws for car inspections.....I'll just give you an example: My fiance's car didn't pass inspection, but as long as she paid AT LEAST $200 to try and fix the problem, they HAVE to give her an inspection sticker for the year. We are in NC. Find out the law in your state, if you can't figure out the problem and need an inspection, spend the minimum trying to fix for now.....you'll have a year to figure it out.
