The fan on this van is electric and heat activated. It will run when the thermostat shows the tempurature is too high regardless of whether or not the engine is on.
If it is working correctly it should turn off in no more than 10 minutes assuming the engine weren't actually overheating.
If it is staying on longer than that, the fan's thermostat may need to be replaced.
If the fan comes on when the engine is cold, then you can be pretty sure the thermostat is the culprit.

Guessing it's a 6 cyl, 3.0L, but should be located on transaxle housing above vehicle speed sensor.

I had the same problem in my 1999 plymouth voyager. Changed both speed sensors it started shifting perfectly.. Now i get a little thump when downshifting from 2nd to first when stoping change the sensors there only about 20 dollars each its 2 of them on the front of transmission..

The likely problem is the contacts in the solenoid on the side of the starter. Does the solenoid click when trying to start the car? Disconnect one battery cable before doing anything with it. I fixed mine by removing the end of the solenoid case and building up the badly eroded input terminal bolt head with silver solder--worked great. You have to work under the car to get to these parts--use jack stands for safety.

This is a diagram of where and what it looks like. Its located on the back side near the firewall on your transmission. GOOD LUCK!
