Remove the plug completely and check the internal pin and socket contacts. Spray the outside of the male socket with WD40 and offer the two connectors squarely together until it locks.
Dead battery. You must have left the headlights on or something. Sometimes when you turn your lights on from the passenger side without opening the driver-side door, the headlights may not go out automatically. Been there, done that!
Use a test light, test for power and ground at the bulb contacts. Then test for power and ground at the wires. Probably needs a new socket, common problem.
I believe that on the 90's Taurus you need to remove the headlight housing to change the bulb. There are 3 or 4 screws or nuts that must be removed from the back side. Use a 10 mm socket or wrench. The housing can be pulled forward, away from the car body. Disconnect the wires and/or remove the bulbs.
DIY - 5 Minute Turn Signal Bulb Replacement
This is very simple to do. First you will need an 8mm socket and
wrench to loosen one bolt. Second a good long flat head screwdriver.
There are two black metal folded tabs behind the headlight assembly and
one 8mm bolt holding it in plae at the center point of the front of the
car. Loosen the bolt and remove. Use the screw driver to pull up the
metal straps and then slide forward the entire assembly. This will slide
easily unless your front bumper has been bumped! That will make it a
little difficult to slide if it is out of alignment. If it was never
bumped than this should take all of 5 minutes.

Rotate the bulb socket of the offending bulb counterclockwise and
remove from the lamp assembly.
Carefully pull bulb straight out of the socket and push in the new
bulb
Install the bulb socket into the headlight assembly by rotating it
clockwise
Re-install headlight assembly - hold snugly into place until the
brackets line up and retainer pins can be pushed down
To replace headlight bulb:
Make sure headlight switch is turned OFF.
Remove the bolt at the end of the headlamp housing.
Pull the two black tabs with the L shaped bracket toward the back
and then up and pull out(Located at the back of the headlamp) to release
the headlamp assembly from the vehicle and pull headlamp assembly
forward.
Disconnect the electrical connector from the bulb by pulling it.
Remove the bulb socket retaining ring by rotating it
counterclockwise.
Remove the bulb from the lamp assembly by pulling straight back.
Do not twist, as there are alignment slots built into the lamp assembly
socket.
It may take some effort to remove the lamp because it has a rubber
o-ring type seal - try a bit of wiggling side-to-side
Insert new bulb into headlight assembly - don't touch the glass - use gloves, paper towel, or
similar
Make sure that the flat surface of the bulb socket is facing upward, and
is firmly seated
Re-attach retainer ring by rotating clockwise
Reconnect the electrical harness
Re-install headlight assembly - hold snugly into place until the
brackets line up and retainer pins can be pushed down
NOTES
Do not touch the glass of the new halogen bulb - the oils in the
skin will shorten the life-span of the new bulb, or possibly cause the
bulb to explode when first turned on
If the bulb is accidentally touched, it should be cleaned with rubbing
alcohol before being used.
Use a screw driver to release the plug retainer on top. Remove plug. Turn collar 1/8th turn to remove. Wiggle bulb and pull back. Do not touch the glass of the new bulb. The oil on your skin is enough to shorten the life of the bulb.
Push new bulb into place being sure the retainer is on top. Reinstall collar and plug wire.
You may need to remove the battery to get enough room for your hand on the driver side and the two hoses on the passenger side.
The bulbs are inserts held in place by a large black ring on the rear of the headlight assembly. Don't touch the glass on the new bulbs as finger oils will cause them to fail.
1. Make sure headlamp is off and open hood. 2. Taurus model years 1990-1999: you must remove the whole headlamp to replace the bulb. Not a horrible task. Just annoying. 3. Facing the driver's side headlamp, and looking at the headlamp itself, at clock positions 8, 11 and 1 are the headlight housing screws. They all look the same. Using a 10mm socket wrench, remove these 3 screws and set them aside. 4. Just to the right of the "11 o'clock" housing screw is a bolt (same hexagonal 10mm sized top as the housing screws). This just needs a few turns to loosen it. 5. Gently pull the whole headlight forward. Now you can get at the bulb. 6. Disconnect the electrical connector from the bulb. Now the headlamp is free to work with. Remove the bulb, replace with a new bulb, make sure the bulb housing cylinder is in place and reconnect the electical. 7. Place headlamp back into position. Line up screw holes. Tighten the bolt. Replace housing screws and tighten. 8. Passenger side headlamp is mirror image of driver's side. Screws at 11, 1 and 4 o'clock positions. Bolt should be to the left of the "1 o'clock" housing screw.
