not all apps can be transferred to sd card. some built in apps are not transferable to sd card. If sd card has no light then that apps cannot be transferred to sd card.

If you take pictures or video it can fill up fast. Also some games are big and the tablet needs to reserve space on the internal drive so it can manage background apps and other system processes.

Press reset holew with a pin.

Menu/Settings/User and Backup/Backup and reset. This will allow you the option to do a factory restore. Otherwise you can try to press and hold the power button down until the device turns off and let it sit for 30 seconds. you might have transfered it to lacal sd card which are transfered to some other location from file manager look wether all files are there only where it was prior(since app follow the same pathway to load app) try to relocate it on prior position or else you have to reinstall them remember alway keep your backups
