Screw out the bulb or unplug and take it with you to the store to purchase a new one. reinstall in reverse order.

Ice build up in refrigerator

Ice build up is either obstructed air flow. Too much stuff in the freezer. The freezer evaporator fan is not working or the defrost system is not working. Check obstructions to air flow first and see if the fan is running. If the fan is not running, you mostly likely have a dead fan motor. Not an easy fix for average person.

Moisture and ice build up in refrigerator

Make sure the fan is running in the freezer. Make sure the vents in the freezer are not obstructed with food items. If all clear, you probably have a problem with the defrost system. This is not a simple repair job.

Power outage and fridge doesnt come back on when power is restored

First make sure there is power to the plug at the wall. If not check the breaker. If power at the plug, the power outage could have been associated with a power surge that killed your refrig.

I need the owners manual for the estate chest freezer model no. tcf1510ew00, or if someone could just tell me the temp settings for each number? it shows on the side that 4 is i guess the freezing poi

The numbers are generic and don't mean a thing. They are there to make you feel like you have control. Anything under 1 should be very much frozen. If it is not then you have T-stat problem and should address that. Chest freezers run at -25f on average if the freezer has enough product in it. The more food in the freezer the better and more efficiently it will run.
