How old is the water heater. Could be a faulty regulator which is expensive and probably worth looking for a new water heater.

Check to see how old the water heater is. If it it's older than about ten or twelve years, start looking for a new water heater. If younger, could be an issue with condensing between the inner and outer tank. If the heater is in a place that gets cold at times, you may need to put a blanket on the water heater.

Is it gas or electric? If it is electric, check the heating elements near the thermostats. It sounds like the issue will be a broken heating element.
