We need battery (only) operated exit lights. Do

Yes. They do have lighted exit signs that require no electricity. Here is a website I found that has some.

Put new batteries in exit signs but the status

is the unit battery only or battery backup? if battery backup, the system is draining the batteries as it has no source of power.. if battery only there may be a connection problem or a faulty unit.

Side lights do not come on

If this is a new installation, it may be that the battery just needs to be charged. Leave the power on for a while, then re-test.
If it is an existing exit light check the bulbs. If the bulbs are OK, the next suspect is the battery. Batteries Plus stores usually carry replacement batteries for various exit lights.
The only other culpret is the circuit board.
Usually the same make and model exit light are installed in the same building. Try swapping the suspect parts with known to be good bulbs and batteries from another fixture if you have one.

AC power to exit sign

Two things...
either you are getting the poles reversed on the battery or the power pack that charges the battery is bad.
Make sure that the + wire is going to the + on the battery and the - is lining up also.
If the tansformer has gone bad then you will be cheaper to replace the whole sign.

Test on rear EXIT sign in rear exit of boiler room.

The red LED backup should come on when the regular light goes out. Maybe the battery has not charged up yet, or is defective.
