PCI express error
Unfortunately this is a very broad error, i suggest you contact Toshiba support on this one,
Which could lead too your motherboard been replaced.
I have a small band along top of my Toshiba Thrive tablet
reset the tablet to factory default, then set up from scratch if that does not cure issues there is probably a hardware fault.
The trail of the cursor/mouse will be due to the refresh rate of the screen being set to a low speed or the pointer attributes specifically being set to that option.
The band at the top of the screen may also be a badly selected option. A hard reset really does appear to be the best option for you if you do not know how to alter screen / appearance attributes and can get no better information from a FIXYA expert.

Won't power on.
Shut down the tablet. Then press and hold power button and volume up button until the boot menu is loaded. Then select HDD recovery. Now tap Yes, select troubleshoot, select Reset your PC and follow the instruction on the screen to finish the procedure
My screen is frozen
If you just recently did the camera update, it is said (by quite a few) that is can crash the system and you will need to reset it.
*IF* this is the case with you (happened right after camera update), and you want to reset it to correct the recurring problem, consult your owner's manual on how to reset the device or you can see instructions in the online manual here:

My tablet toshiba excite pure is saying Unfortunetly, sysyem UI has stopped. It goes off when i push ok and comes right back. How do i remove it?
Have you tried to wipe the cache partition
App data
Step 1
Press the "Menu" button and tap "Settings." Touch "Applications."

Tap "Manage Applications," select the "All" tab and touch an application name.

Touch the "Clear Data" button to wipe the app's saved data. Tap "Clear Cache" to remove any cached data for the app.
Phone Data
Step 1
Turn off your Android device. Reboot the phone or tablet into Recovery Mode. The process is specific to the device model. For the Motorola Droid, press and hold the "Power" button and the "X" key on the slideout keyboard. Release the "Power" button when the Motorola icon appears. Press the "Volume-up" and "Camera" buttons simultaneously to open the Recovery Console. To access Recovery Mode with the LG Ally, press and hold the "Power," "Home" and "Volume" buttons simultaneously.
Step 2
Press the "Volume-down" button to scroll to "Wipe Data/Factory Reset." Press the "Camera" button to select it.
Step 3
Scroll to and select "Wipe Cache Partition."
Step 4
Highlight and select "Reboot System Now."
