It means that the console has been tampered with or has had modifications doe or had been modified then. Or that the disc might be a pirated disc or a fake disc or a copied disc or from a different region then so it won't play games that are from another region outside of the regions that it was made for to be played in. It might be that a game shark or a game genie or a cheat device could of had been used to cause there to be an internal issue with the console then. You could buy a new console from Lukie games or DkOldies or East Starland games or JJ games then and that message will not show up.

I think that it is the av cable hook up that is causing this problem then for the TV screen to be flickering then on you. Try a new av cable hook up for your PS 1 console or a new RF switch hook up then with which one you use to hook up your PS 1 console to your TV then. The av cable and the RF switch cable would be causing this problem because of a loose connection then for the display for playing video games to show up on the TV screen.

Try taking a look at the disc's too see whether they have either scratches on the disc's or are dirty then. If they have scratches on them then the console is not able to read the game disc's at all. If there are no scratches at all and are dirty the disc's will need to be cleaned then use a clean damp soft cloth to clean the disc's and don't use a circular motion while clean the disc's off and then dry the disc's off with a second soft cloth and don't dry in a circular motion at all either. Or the disc drive and the reading laser might need to be replaced then.

Take it to a Sony Authorised Service Centre for an opinion but I dare say it has had liquid damage and conductive material has impregnated the driver board connected to the screen.
