If there are other touch switches that are not responding, then the fan failure might not be your problem. If might just be the electronic control board itself. Before you speak of 'fan failure' check the board to see it it is responsive.
The clock will always work even with fan failure.
Check all the wires and harnesses to the control board...unplug and replug them back in.
What is a 'fan element?'

depending on age & if it was stored check for spider webs in the gas delivery tube. also check the orfice type.

This problem is caused by one of two components, depending on the model, there is a thermal cut in thermostat that keeps the fan running until the unit has cooled down and on some models there is a four wire timing device that keeps the fan running for a specific time after the temperature drops, the fault can only be casued by one of these components. press clock then push more or less button or whatever button changes temp on oven. In clock mode these buttons change time

remove cast iron pot stands and pull off all knobs and small timer buttons. lower the oven doors and look up under the panel holding the knobs and you'll see a screw at each end, remove them. you can now remove the stainless switch panel, (swing the bottom out first) you can now get access to screws at each top corner which should be removed. you can now lift the top panel of the cooker by about 5 inches when a pivoted stay should drop down each side to allow you to rest the top in an open position.
