The brand of the bike is on the head tube (where the fork goes through the frame). The model is printed on the side of the frame. If those are missing the bike is likely stolen, or possibly just poorly repainted. It's not important what the brand or model is for repairs or value.

There are multiple bikes that go by the name Carrera, and handlebars differ among models. Please provide exact make/model or picture, or just visit a bike shop or co-op and thay can tell you how to change bars or stem.

Oh, for goodness sake - just Google it, look for a site where people are discussing the bike or have shared info on it. Serial number is useless.
