Cooker pop too fast the rice is not done why?

If this is a new rice cooker this shouldn't happen.
Maybe someone bumped the rice cooker while in cooking cycle.
If this is a rice cooker 2yrs or older, you should replace the Thermal Sensing Unit.

Sensor problem

If this is a new rice cooker first try cleaning the thermal sensing unit by scrubbing any build up with a green brillo like scrubber, also clean the bottom of the rice pot where it contacts the thermal sensing unit.
If this doesn't work and your rice cooker is 1 to 2 years old replace the thermal sensing unit.

Our temple has a Rinnai commercial natural gas

30mV is more than enough to hold the gas valve open, but it can still be faulty, try with a new one - its cheaper than replacing the gas valve.
