They may be correct I could not say but if the item is more than say three years old (Good Branded items may go to five) then cost would become too much if spares exist.
Flat screens on TV's make up about 2/3 its cost to make while the mainboard mostly was made using very high technical methods which do not permit easy repair. Exchange panels are the norm with some very limited repairs on some parts, most insurance on such items rely on replacement products but then charge a fee for the pleasure of it.
I had a TV that had insurance which was 9 years old I was offered a replacements for £100 - £150 with £30 - £50 delivery charge when it failed.
If you are want to try repair then I would talk direct to the company Toshiba to see what they say if possible use one of their agents (though I suspect you have) sadly it may be time to change as repairs become yesterdays methods, I see many many money/swap shops filled with tablets etc I figure most have defective batteries that are unable to hold a full charge anymore.

Sounds like The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.

Do a power Reset on the television. Disconnect the television from the mains plug overnight. In the morning, press and hold the power button for 43 seconds. Let go and plug the set in.
Turn the set on. Use the remote to press the Source button to move the source to the HDMI port the OHVD box uses.
