The power supply could be failing.

They may be correct I could not say but if the item is more than say three years old (Good Branded items may go to five) then cost would become too much if spares exist.
Flat screens on TV's make up about 2/3 its cost to make while the mainboard mostly was made using very high technical methods which do not permit easy repair. Exchange panels are the norm with some very limited repairs on some parts, most insurance on such items rely on replacement products but then charge a fee for the pleasure of it.
I had a TV that had insurance which was 9 years old I was offered a replacements for £100 - £150 with £30 - £50 delivery charge when it failed.
If you are want to try repair then I would talk direct to the company Toshiba to see what they say if possible use one of their agents (though I suspect you have) sadly it may be time to change as repairs become yesterdays methods, I see many many money/swap shops filled with tablets etc I figure most have defective batteries that are unable to hold a full charge anymore.

Hope this helps.......

Sounds like The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Pull up older posts.
It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Search the site by type in the "brand name" to your device; in the "Search box at the top right of the display window of the Homepage" to get gathered related posts.

Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts. In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.

Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. It will be best to replace the inverter board as card basis. To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board...

How to Repair a Torn Window Screen Fix small tears before they spread.
By Timothy Dahl

A good window screen lets the air flow in while keeping the insects out. But screens can tear easily if mishandled, and one little rip can spread quickly. Before replacing an entire screen, check out these do-it-yourself screen repair kits. They're easy to use and cheap to buy.
The traditional way of fixing small screen tears is by purchasing replacement screen patches that have turned down edges, which hold the patch in place after you fold them onto your screen. However, these kits can be annoying to use and often pop off after short time. The most popular screen repair kits are now adhesive and can be used on fiberglass or metal screens.

Screenmend makes a screen repair patch that works like a heat activated sticker. Just cut the size you need to cover the tear, while leaving about a 1/2-inch around the edge. Then place the patch over the tear and apply heat using a hair dryer. This will activate the adhesive, which instantly bonds to the screen.

I HAVE FOUND THE ANSWER!!!! I just bought an TCL TV last night and was given the wrong remote. Screen was stuck on "no media" screen BUT I noticed that when I turn the tv on and keep pressing the menu button, the menu screen would pop up for a half second before the no media screen popped up again. So I knew it was able to access it. SO, it took a few try's and with no exact method I turned the tv on, waited til I saw the TCL logo and then simultaneously pressed the menu and channel up button repeatedly. It will open the menu for you and allow you to move between the input channels!!!! It WILL take a few tries to catch it but it worked!!! Your welcome!!!!
