It appears you have interference also indicated by a low CCQ number.Do a site survey (from each end) and try to find a channel with less activity.Your rf level is at maximum; radios don't work at their best like that. I would try at least 3dB lower.Of course this will lower your received signal, which is already low. Something is sour in your path; try moving the radios a foot or three in any direction.

There are several ways to get Visio for cheap. If you are a student, there are discounted versions available online and in stores. Also, you can check with your school for even cheaper options sometimes. Try the university bookstore if available. Or a Computer Science department maybe.
If you are working, and your company uses MS Office applications, find out if they have the "Microsoft at Home" program. You can get MS Office applications for really cheap that way. I can get Visio through my company's "Microsoft at Home" program for a few dollars.

If you are between contracts, your employer can re-negotiate your salary, but as far as I am aware, if you are in an agreed-upon contract, they cannot just decide to reduce your salary.
