Sounds like the timer is bad -or- the photoeye is exposed to light source... test by setting to dawn-dusk and see if it still blinks...

I quit working my desk job and now, I started earning 95 bucks hourly...How I did it. I am freelancing over the internet! Do you own a multimeter to test the batteries? If not, are the batteries new (Recently purchased)? Please double check the contacts that push against the batteries. Are the contacts clean and push firmly against the batteries? Are the batteries installed correctly? Electronics are polarity sensitive. If you have confirmed that the batteries are ok and they are installed correctly. Unfortunately it may be time for a new timer.
