Bogs down under load
Is it a new blender or one that has worked before? Sounds like something is restricting the blades or not quite assembling correctly. What kind of blender? Any chance you could post a picture so we can have a look at how it assembles?

Fuse has blown and i replaced it under the top
Did you check to see if the original fuse was a slow blow version.
If you replace it with a normal or fast blow the start current could pop it
Other problem could be a developing problem on the heaters which as causing the current draw to rise
For that your need a megger to check for resistance through the machine or a PAT test should show it up

Are all blender rubber rings the same size?

No, there can be variations in size with the rubber sealing o-rings / gaskets for blenders.
I have no idea where you reside (in what country), so I cannot refer you to a bricks & mortar store or an online vendor to find the right replacement gasket.
