Was it working fine before it stopped powering up? The U87 is a condenser microphone so maybe the reason it is not powering up is because the phantom power on your interface was not turned on. Plug the U87 into your preamp and then switch on the phantom power (48V) to get it powered up. If that doesn't help, there must be an internal fault within the microphone or in your preamp.

problem is a dirty capsule caused when fogged with humidity from breath it shorts out temporarily. it maybe possible to have it professionally cleaned but may need to be replaced. DO NOT USE FOAM POP FILTERS. Spend the money on a metal one. back off if you wanna save some loot.

The Shure SM58 is a dynamic microphone instead of the electret one Neumann TLM 103. This means that Shure does not need a phantom power supply voltage, instead of Neumann TLM 103; this one needs 48Volts. Here are the specifications for each one of the microphones: Shure SM 58 - Neumann TLM 103. In case you use a pre-amplifier or an audio console try to locate a switch marked as "Phantom Power" and turn it on. Typically there is no problem supplying a phantom power at the SM58. In case you have no phantom power switch available, either post back the mixer brand / model to check it for you, or post me a question to suggest you one. Details about the usage and the mixer you are already using will help me to clarify the total audio situation.

Usually the distortion is from over gain on the preamp or the spl of the actual voice on the diaphragm have him step back a few steps and try again.

I would advise you not to try repairing this yourself, but to locate the person in your area who specializes in repairing these mics. It may not be cheap, but I presume you bought this mic based on its performance. No other service person can restore this mic to its original condition. Bite the bullet and do it. Otherwise, it will sit on the shelf and be useless to you.

First try another cable. If still bad, try another channel on the mixer. Obviously , you know this microphone requires phantom power.

If all fails, then the capsule o the microphone is shot. Either from being dropped, or excessive spit/moisture getting on the capsule.
