the lift spring is the spring that attaches to the deck handle that lifts the deck up and down. i can see in the manual where to attach one side, but it does not give detail where to attach the small side. the screw has lock ty-et and yes its a pain we run in to this all the time just keep trying or heating it up helps most of the time we cut them out. you'll have to remove the deck. when we reinstall we put a bolt head type back in. good luck

You might want to look for any broken gears where the chute pivots and anything that might be bent not allowing for any total movement. Plus check to see if the gears are making contact.

If your carburetor has a solonoid you need to change it or check your wiring you may have a loose connection

sounds like the drive belts may be wore out and need replaced. also the tension pulleys may be binding. clean and spray some lubrication spray on them that may help some.

What engine

Dont know the exact lash for the MTD OHV engine but most small engines of this type will work just fine with both intake and exhaust at 0.006 inches. Make adjustment with piston at TDC compression stroke.
