I had exactly this problem with my pocket PC Mio 168. but thank goodness, i could resolve it about 8 months ago.
you can't change the language of your pocket PC , I mean to say if you change some options or settings in your pocket PC. to resolve this problem you have to flash the Rom of your pocket PC with an other one witch contains the language you want. for example Rom with English language.
so, first you have to download the Rom and software witch it will help you to flash your actual Rom.

try to restore it to the last working state, remove all cables, slide the switch to off position, wait 1 minute and slide it back on.

My Mio 168 just won't charge
The socket on the bottom of these is a common failure point. It wobbles about until the solder cracks then the device won't charge. If you're confident with a soldering iron you might be able to fix it yourself. Remove the SD card and fold the GPS antenna down. Remove the four case screws and carefully separate the back by gently prying it along the join. Watch out for the cable to the GPS antenna. Now you should be able to see the 22-pin socket. The pins are tiny. Very carefully re-solder them, and the ends of the connector where they attach to the PCB. The YouTube video seems to illustrate it pretty well.
Alternatively, there's this option which is altogether more drastic:

How to open mio P560 for changing battery
I have just replaced my battery in my Mio p560. On the back of the Mio at the top - remove the two small rubber bungs, you will see the screws underneath. On the back at the bottom you must remove the alluminium strip to get at the remaining two screws. This is the only tricky bit! The strip has the hole for the pointer on the right, with a small screwdriver prise up the LEFT side of the strip, it is stuck down but will come if you are gentle! Then you can detatch the strip at the right side. The two bottom screws will be under this strip. remove the four screws now. The FRONT of the Mio can then be separated from the back, it just clips along the sides. The battery can then be got at and exchanged. When you re-assemble make sure the on/off switch locates properly. Thats it! Regards David Harford

I removed the rubber infill that covered a hidden screw. Released screw and then removed back plate. Removing the battery then required care as it is stuck with two sided tape to the Mio internals. Here I used a knive to prise/cut free.
