I hammer Fn key try them all 1 by 1 at power on.

Don't think he expected them to! You will be unlikely to find one other than used. Medion will repair.. but at a price.
Computer won't boot properly
First thing is you are not giving much information. What was being done to the machine to cause the issue. What is the OS and what version. Was the bios chaged?
We need more input to solve. It sounds like the "boot loader" is corrupt. Try this when the power is turned on to get into the "bios screen"
"Press your PC's power button and wait until you see an image appear on the monitor. Press the appropriate key repeatedly. Common keys are Delete and F1, but some systems use F2, F5 or F12. Bear in mind that some wireless keyboards may not work before Windows loads, so use a wired keyboard if possible."
Once you get into the screen usually in the Option there is a tab marked "save settings" There you should see a option of "Load Optimized Defaults" set that then "save and exit" click "yes" and post back. It could very well be the HD went bad. But is could be a bios setting. Post back and I will attempt check back tonight.

It depends how you "reinstall" windows. If you do a "reset" it keeps your programs and files, but if you format the hard drive, you lose everything that was on that drive. Everything, programs, pictures, documents, and videos. Apparently this is what your friend did, and once he installed Windows on the hard drive, the chance of you getting much of your stuff off the drive is extremely slim. You will need to reinstall all your programs. Vista has Service pack 1 and Service pack 2. Hopefully you can go somewhere and download these to a flash drive, bring it home and update. Usually after updates at least some of your drivers should be installed. If not, you will need to download them to your flash drive. It is easiest to install the lan (ethernet) driver first, then you can go online from home and download the rest. Microsoft would be my first choice for updates and drivers, the manufacturer second. Usually I go online and leave it for a few hours, or overnight. Updates will automatically download.
