I have the same model air conditioner, and had the same symptoms. As you've probably discovered, Fedders is the company that actually built it, and went of business. No one is supporting it any more.

However, you may be in luck. I fixed the problem by simply tipping the unit almost all the way over on its back (leave a little gap) and letting the water drain out of the hose and the filter. After that, it started right up.

I had the same issue pop up on me on one of these units that was only days old---the folks at maytag told me there were no known issues on these units (recalls, etc) so I figured the blinders were on and stonewall going up. So I got a multimeter, cracked the case on the unit, checked for continuity through the motor windings, and found none. Then pulled the lower squirrel cage apart enough to get the fan off motor shaft, motor out and apart, and found a blown thermal fuse in the motor. $1.69 at Radio Shack and a crimp connector or two and Ahhhhhh, cold air again. Not that hard to do folks! Enjoy.

Window AC units need to be leveled horizontally and slightly tilt back for proper drain purposes.

AC units don't need water, only evaporative coolers do.

What make of unit you have. You can get most parts at United refrigeration .fw webb does York, johnston supply does goodman and dcne does Carrier. Also can get replacement parts at grainger

Could the on/off switch be shorted? Could check with a volt/ohm meter, or remove and replace.

Is the unit tipped backward toward the outside of the structure? Also, check the drain holes in the drip pan to be sure they are not clogged. The holes will be under the outside part of the unit.
