The Relay or the Magnetic contactor is stock up so the contact has always a power. Or your Supply from the relay and magnetic never turn off. Try to tap this to release from being contact. Actually it thinks the outdoor condenser is starting to freeze. What needs to be determined is if the outdoor unit is indeed needing to defrost? or if the defrost sensor or board is bad.
