Discharge air is HOT!! - not cool

A Dehumidifier will not cool your basement, just make it seem cooler at the same temp. Your dehumidifier may be undersized even for that purpose. You need an AC outlet of a central AC in your basement, or a window unit if there are windows. Warm air at discharge is normal.

No water collects in our LG LHD45ELY7

It can be recharged but you would first have to locate and fix the leak and then refill. Then add a schraeder valve and refill at the port till suction line is cold to touch and starts to sweat. That's it!

There is likely to be at least one air filter so some cleaning of the air takes place and such filter(s) will need attention periodically and in addition most manufacturers claim their products need servicing every 3 years. Best results will be obtained when the room is closed and ventilation minimal and the capacity of the machine is more than adequate for the space where it is sited. A room with an open window or where the door is opened frequently is not really a suitable site for a dehumidifier. It is important to choose a machine that is somewhat too large as efficiency will fall between service intervals. It is quite possible a manual for a different but similar model by the same manufacturer will provide some useful information...
