Simple answer is don`t. There are 5 hex screws in the bottom, removing them and a whole lot of force will open the laser up. However, there`s likely nothing your going to be able to do to correct the problem. The problem is likely one of two things, either bad batteries or no power making it to the main circuit board or the membrane switch is bad, and not making connection. Either way, you need to take this one to someone who has parts avalable to trouble shoot this properly.

if the motor turns freely and is not locked up i would look for a bad motor relay or sometimes called starter relay sounds like no power getting to motor to make it run

The serial number does not provide a date code. The "100-" is the model of the laser (in this case a rugby 100) and the rest is simply the serial number. On the bottom of the laser, in the space between the handle and the battery compartment there should be the serial number sticker, and it should day the manu date. If not, or if it's missing then that's it. You can try calling Leica, and give them the serial number, and they MAY have it logged, and MAY be able to tell you when they sold it to the dealer, but I wouldnt hold my breath.
