Could be a bad electrical connection or if the pump is running really hot due to being tight , blocked or mechanical failure, it may be overheating and cutting out. When it cools down, it will try to start again. Check that there is no foreign objects stuck in it such as hair, lint etc.

Pull off all three knobs and then the plastic graphic rings and you will find 2 screws under each. After removing the screws the whole plate can pop off. If your problem is anything like mine, your air pump is full of water and needs to be replaced. After removing all the screws you can carefully pry it up with a thin tool, it is most likely caulked to the tub. take the capacitor to a electric motor repair shop along with the details of the electric motor ( hp ,watts. phase current ,amps etc ) and they will be able to match it

In the US at a home improvement store, they will have a plumbing repair isle full of pieces and parts of fixtures.

Two things:
If you recently replaced an old toilet and had to shut off the water supply at the base of the toilet, it is possible that the valve is bad. If it's not a 1/4 turn valve, ex. it's the one you turn more than two or three turns to close, it's possible it worked when you closed it and broke when you reopened it, leaving it only partially open. These are notorious for breaking.
Otherwise, I would be incline to replace the supply hose (if you haven't already) and, if it still was not working, replace the fill valve.
