This is a chronograph watch. The top button starts the second hand (the chronograph) the bottom button resets the chronograph to zero. You need to first press the top button to start and the press the top button again to stop. then press the bottom button to reset. The hands will not reset if you have not stopped by the top button.

it will need a 377 silver oxide battery also know as SR626

battery possibly need replacing . if its a new watch it may have a plastic clip under the winder this needs removeing before the watch will start

once you have removed the screw down cap there is a smaller crown , looking at one of these before the smaller crown can need a bit of a tug to pull out maybe even a pair of pliers.

the crown/ winder has three positions unwind the crown nad pull out slightly is for winding the watch. position two pull out slightly more it should adjust the date . and then finally position three fully pulled pout will adjust the time. If it does not do this then is possibly the winder pivots broken/faulty.
