Booting any PC is progressive event.
its old. (a museum piece)
the HDD (hard disk drive) can be bad, we test that first
if BIOS screens are ok, the HDD is next
the last (after replacing that if bad ) load windows.
is this XP the dead OS , no longer supported by MS or HP?

that CD is it a HP disk or MS? or home made?
we can not guess what media CD is in hand.
does the F11 key work, (power on, hammer f11, to restore OS?)
if not then go in to BIOS , tell BIOS to boot to CD.
or the CD will seem dead.
Once that is turned on, power on, and hammer (tap tap) space key, to boot to CD, (any key works but space is closest and big easy)
those steps are need to boot any CD, (if real bootable CD is there)
this LT is so old there is no sport now, XP too.
why not upgrade?
if the HDD is bad are you going to spend $50 on $5 PC?
we test the HDD first btw. and clean out all that lint inside blocking fan/vents. getting to deeper screws takes longer drivers.
or special bits on some brands, of PC.
I thing (IIRC) the F10 key is BIOS hot key to enter BIOS
no matter, ,it prompts you driving first 5 seconds of power on key hit.
I bet the CD drive works OK, and that you have yet to discover BIOS
The boot order must be CD first. or the BIOS may (will) get confused with the damage HDD BOOT.. see?

changing this ORDER is quirky, each BIOS brand different
this one is +- key or enter and change it.
On some BIOS you have to enable the CD first, in BIOS
CD boot [enabled]
if your settings dont hold here, that means the COIN cell battery inside is dead.( normal this old)

to test the CD we . boot any LINIUX CD live boot made.
the see it work after the BIOS turned that boot feature on.
it must be first in list or bad can happen, (fails to boot)
F10 go to BOOT page in BIOS
make CD first
exit save BIOS
power off
power on , CD inserted (HP disks best for SURE)
tap space bar ,like woodpeckerbird, tap tap tap and CD boots
just like magic. (or boot LINUX live CD and test the HDD, that be my next step.)
