Must we beg you what PC? NOR what OS this is.
failure to boot has vast causes.
Do you want them all, ?
Take the PC to any shop get it fixed.
clear to causes.
1: HDD bad, no bad HDD on earth can boot your OS, is that clear? We test this HDD first.
2: A Corrupted unstated OS. endless ways, reload it and cured.

This Error 1702 problem can occur if all the following conditions are true:
  • You originally installed Office from a network administrative installation.
  • The network administrative installation is no longer available to you.
  • You are trying to use an Office CD-ROM when you are prompted by the Windows Installer for an Office source location.
  • You click Cancel when you are prompted to insert the CD.
Because the files in an administrative installation are uncompressed, and the files on an Office CD-ROM are compressed, the Windows Installer cannot resolve the differences between the two source types. The resolution to this problem depends on whether you can obtain access to a network administrative installation. Use the following methods, as appropriate to your situation.

If the original administrative installation from which you installed Office is not available, you can use a different administrative installation for the Office source file location. To do this, follow these steps:
  1. Click Start and then click Run.
  2. In the Open box, type a command line similar to the following, and then click
    OK new network path\Setup.exe /fvm package name.msi
    where new network path is the full path to the alternative network administrative installation, and
    package name is the name of the Windows Installer .msi package on the root of this administrative installation (for example, Proplus.msi).
  3. Click OK when the update is finished.

11years old 2009, and all need service that old ok?

here are the top fails on this PC, this old, (lots)
all batteries are no good now, even shorted. dead PC.
CCFL back lamp dies next. VGA port works CCFL not.
and packed up in lint, never seen on ever not.

overheating is caused by zero service done.
cleaning is must. ( and also extends the life of ANY PC)
all vents cleaned and all fan blades.

if not TOO bad even "can-o-air" sold at walfart works.
I call that back blasting all vents.
I use shop air to blast mine out, (via paint reg to 20psi)

I have also been facing the issue of Hp Recovery Manager Error Code ffffff15 for few weeks. But I search for its solution on the web. Where I found its solution through some blogs and articles.
